TCC President's Cabinet
Texas Chiropractic College employs a group of
core leaders with the competencies and qualifications to assist the
institution in achieving its vision and mission. This group of
academic and administrative officers, known as the President’s Cabinet,
serves as management-team administrators. Current Cabinet members are:

Dr. Richard G. Brassard is President and a professor at TCC. He has
served in this capacity since January 2004. Dr. Brassard previously
served as Chairman of the Board of TCC and as President of the American
Chiropractic Association, the chiropractic profession’s largest trade
association.
Dr.
Brassard has also served on the Texas Board of Chiropractic Examiners,
where he held several offices, as well as on several bank boards.
Additionally, he ran his own chiropractic practice for many years.
Dr.
Brassard earned his Doctor of Chiropractic degree from Palmer College
of Chiropractic in Davenport, Iowa. He has been active within the
chiropractic profession, both politically and educationally, for many
years.
Vice President for Academic Affairs and Program Development: Alan H. Adams, D.C.
Dr. Alan H. Adams joined the faculty and administration of TCC in
September 2005. Dr. Adams received his Doctor of Chiropractic degree
from National College of Chiropractic in Lombard, Illinois in 1973.
Upon graduation, he went into private practice for a number of years.
He began his teaching career as an instructor in the Department of
Diagnosis while at National College. In 1979, he was selected as the
Chief Academic Officer and Dean of the College for Canadian Memorial
Chiropractic College, where he additionally served as an Associate
Professor of Pathology and Microbiology. He earned a diplomate with
the American Chiropractic Board of Nutrition in 1981. In 1984, Dr.
Adams joined the faculty at Los Angeles College of Chiropractic as a
Professor of Clinical Sciences and was selected as the Chairman of the
Clinical Science Division. In 1985, he was named Dean of Chiropractic
Education and shortly thereafter Vice President of Chiropractic
Education and then Vice President for Professional Affairs.
In
2002, Dr. Adams was selected as the Academic Administrator in the
Office of the Provost at Florida State University to oversee the
formation of the first doctor of chiropractic program to be developed
within a state-supported university system. The Florida legislature
subsequently failed to provide funding for the program.
His
essential responsibility as the TCC Vice President for Academic Affairs
and Program Development is to provide management and direction in the
areas of Academic Affairs, Research, Clinics, the Assessment Center and
the Office of Institutional Effectiveness. As the Chief Academic
Officer, his duties include budget management, curriculum development,
interaction with the Board of Regents to accomplish the mission and
vision of the College, and serving as the accreditation liaison.
Vice President for Student Affairs: Stephen L. Haslund, Ph.D.
Dr. Haslund came to TCC in July 1994 as Dean of Student Services,
reporting to the Provost. In September 2005, his title was changed to
Vice President of Student Affairs.
Dr.
Haslund holds a Bachelor of Music degree in Music Education (1970), a
Master of Education degree in Counseling and Student Services (1973),
and a Doctor of Philosophy degree in Higher Education/Administration
(1978) from North Texas State University.
As
Vice President for Student Affairs, Dr. Haslund assumes overall
responsibility for student affairs, guidance and counseling, financial
aid, student records, physical plant maintenance and
construction/renovation of facilities in conjunction with the Vice
President of Financial Affairs. He is the chief liaison with the
Student Body Association and the various clubs on campus.
Associate Vice President for Institutional Advancement: William H. Clements, M.S.W.
Mr. Clements joined TCC in 1998 as the Director of Institutional
Advancement. He was promoted to Associate Vice President for
Institutional Advancement in September 2007. The responsibilities of
his office include all institutional advancement activities of the
college, including development, alumni relations, publications and
communications, public relations, marketing, media relations, and
promotions. Prior to joining the College, he had extensive experience
in non-profit management and fundraising.
Mr.
Clements holds a Bachelor of Arts degree from Western Michigan
University and a Master of Social Work degree from the University of
Houston.
Dean of Academic Affairs: John P. Mrozek, D.C.
Dr. Mrozek joined TCC in November 2007, as a professor and the Dean of
Academic Affairs. The responsibilities of his office include general
supervision of the instructional programs of the divisions of basic and
clinical sciences. In addition, he provides supervision for the
library and the general instruction support staff.
Dr.
Mrozek has over twenty-five years of experience in chiropractic education at Canadian Memorial Chiropractic College in Toronto, where he was the Dean of Undergraduate Education prior to coming to TCC. Dr. Mrozek holds a Bachelor of Arts degree (1971) from Slippery Rock University in Pennsylvania. He earned a Doctor of Chiropractic Degree (1976) from Canadian Memorial Chiropractic College and in 2005 he completed a Master of Education in Health Professional Education from the University of Toronto.
Dean of Clinics: Rahim Karim, D.C., M.B.A.
Dr. Karim joined TCC in January 2010 and is the Dean of Clinics. He is responsible for the general academic and management of all the clinical environments at TCC. These include the renowned Moody Health Center, Campus Health Center, the famous TCC hospital rotation and precetorship programs, and TCC’s numerous off-site programs.
Prior to joining TCC, he was the Manager, Controlled Applied Learning Environments - Interprofessional Learning Clinic at George Brown College in Toronto and the past Assistant Dean, Foundational Education at the Canadian Memorial Chiropractic College in Toronto. He holds a BSc in Biological Sciences (University of Toronto), a Doctor of Chiropractic (Canadian Memorial Chiropractic College) and an MBA (University of Leicester, UK). In addition, he is US board certified (DACRB) and holds a Canadian Fellowship (FCCRS(C)) in the field of chiropractic rehabilitation.
Dr. Karim is also a Certified Health Executive (CHE). He has a special interest in interprofessional education (IPE) leading to collaborative patient-centered practice. He also holds certificates in interprofessional education faculty development (University of Toronto) and medical education (Association for Medical Education in Europe – AMEE).
Dean of Enrollment Management: Fred Zucker, Ph.D.
Dr. Zuker joined TCC in July 2009 and has a lengthy and distinguished career in the areas of enrollment management, admissions and student life at six different institutes of higher education dating back to 1971. Most recently he served as the President (2004-08), then Chancellor (2008), of Lambuth University in Jackson, Tenn. Prior to his stay at Lambuth, Dr. Zuker spent nine years at the University of Dallas working as the Dean of Enrollment & Student Life (1995-2001) and the Vice President and Dean of Alumni & Student Life (2001-2004).
Dr. Zuker earned his bachelor’s degree in 1967 from Duke University. He then had three years of active duty service in the United States Army before returning to Durham, N.C. for his first admission job and to begin work on his M.Ed. in counseling, which he completed in 1975. He earned his Ph.D in counseling psychology, also from Duke, in 1982.
Dean of Postgraduate Studies: Jason Flanagan, D.C.
Dr. Flanagan has been with TCC since 1995, serving in various
capacities. He began as an attending DC in the Campus Health Center
(Student Clinic) in 1995 and was promoted to Student Clinic Coordinator
in 1999. In July 2000, he assumed the responsibilities of Dean of
Academic Affairs until he was named Dean of Postgraduate and Continuing
Education in September 2007. His current responsibilities include
assessing the continuing education needs of the profession, planning
continuing education seminars throughout the United States, recruiting
and evaluating postgraduate faculty, and developing and managing the
staff, budget and operations of the Postgraduate department. Dr.
Flanagan earned both a Bachelor of Science degree in Human Biology and
a Doctor of Chiropractic degree from Texas Chiropractic College in 1990.
Chief Fiscal Officer: William S. Quinn, C.P.A.
After more than 10 years as TCC’s budget and accounting officer, Mr. Quinn
accepted the role of the interim CFO in March 2009, and in July he was named the new CFO for the College. As the budget and accounting officer at TCC, Quinn was the primary
assistant to the CFO and was charged with budget maintenance, cash
management, general ledger and financial statements. He additionally
aided the College with systems configurations and transitions between
data management products as well as administration of a variety of
financial software.
Mr. Quinn is a 1989 graduate of the University of Houston, earning a
bachelor’s of business administration in organizational and behavioral
management.
Director of Enrollment Management: David Anderson, D.C.
As Director of Enrollment Management at TCC, Dr. David Anderson guides the
department’s policies and procedures, oversees the admissions
recruiters and staff, and initiates the student-led Ambassadors club as
well as the Student Mentor Program. He joined the TCC staff in August
2009. Dr. Anderson has extensive experience in chiropractic higher
education in the field of admissions and enrollment management. He is a
1987 graduate of Palmer College of Chiropractic.
