If the students of Texas Chiropractic College are its heart, then the members of the Board of Regents are its brain. All too often in institutions of higher learning the importance of the Board is overlooked. Many, if not most, students, staff and faculty are unaware of the time, talent and energy that the Regents give to the college.
Texas Chiropractic College is fortunate to have a Board of diversified, successful individuals whose business acumen and dedication to TCC have been the foundation upon which the college has been built and will continue to expand in the future.
Since the Regents are the cornerstone of the college, it seems appropriate
to honor them by making them the centerpiece of Texas Chiropractic College's
2004 Annual Report.

Johnny L. Blau |
Mr. Johnny L. Blau, BSME, PE, has served as Vice Chairman of the Texas Chiropractic College Board of Regents since 2001. He is the first lay Chairman of the Board in the history of the college, which was founded in 1908 in San Antonio, TX, and moved to its present location in Pasadena, TX, in 1965.
Mr. Blau, Senior Vice President, Business Support Services, CenterPoint Energy, was graduated from Texas Tech University in 1972 with a Bachelor of Science degree in Mechanical Engineering. He has continued his professional education through numerous technical and management seminars and is a Registered Professional Engineer (inactive) in Texas.
Mr. Blau joined CenterPoint Energy HL&P in 1972 as an Instrument Engineer and has progressed through several technical and management assignments while working on new power plants fueled by gas, oil, coal, lignite, and nuclear. He has also worked in areas such as Economic Development, Marketing, Organizational Planning & Benefits, Industrial & Large Commercial Accounts, Vice President of the Southern Region and was Senior Vice President, Office of Process Improvement, just prior to his current assignment.
Mr. Blau serves on the Business Advisory Committee, the Board of Directors and was the 2002 Gala Chair for Goodwill Industries of Houston. He is also a member of the Chairman’s Club and the Allocations Committee for the United Way of Texas. His other activities include serving on the Calf Scramble Committee for the Houston Livestock Show & Rodeo.

Daniel Cantu, DC |
Daniel Cantu, DC, Houston, TX, is a 1995 TCC graduate. In May 1996, he established Cantu Chiro-Rehab, Inc., and in January 2004, he started another company – South Texas Pain Management. Dr. Cantu noted, “My practice has developed into a practice that allows the medical doctor to be the treating doctor on all cases and lets the chiropractors perform the physical medicine, work hardening programs and chronic pain programs.”

Sandra J. Carrell, DC |
Dr. Sandra J. Carrell is a December 1984 graduate and Outstanding Senior Clinician of Texas Chiropractic College. She has owned her own practice, Alamo Heights Chiropractic Health Center, since 1985. In 2002, Dr. Carrell was among the top 15 finalists in the National Association of Women Business Owners Entrepreneurial Spirit Awards and was selected to be in the Leadership San Antonio Class XXIV 1998 – 1999.
She has been a member of the American Chiropractic Association since 1984 and the Texas Chiropractic Association and TCA District 10 since 1985. Dr. Carrell has been active in the district and state association where she served as a State Board Member for the TCA from 1993 – 1998 and was the TCA Internal Affairs Department Chairman from 1999 – 2002. Additionally, she was the TCA’s Young Doctor of the Year for 2000 – 2001 and named TCA District 10 Outstanding Chiropractor of the Year 1988 – 1999.
Dr. Carrell has been active in her community as well. She is a member of SA100 and Oak Hills Church. She is a past Board member and Gala Chair of Big Brothers and Sisters Alamo Area and is a member and past Board officer of the Alamo Heights Chamber of Commerce. She also has chaired the Live Auction for the American Cancer Society’s Cattle Baron’s Gala. Dr. Carrell has served on the TCC Board of Regents since 2000 and is the Academic Affairs Chair and a member of the Executive Committee. Back to top |
Jim Champagne |
Mr. Jim Champagne obtained a Bachelor of Science degree in physics from the University of Louisiana in 1965 and a Master of Science degree in physics from the University of New Orleans in 1967. He served as a lieutenant in the U.S. Navy Nuclear Power Program from 1967 to 1971. In 1981 he earned an MBA from Lamar University in Beaumont, TX.
Following his military service, Mr. Champagne joined Ingalls Nuclear Shipbuilding as a nuclear test engineer. In 1973 Mr. Champagne joined Gulf States Utilities in Beaumont where he held various positions of increasing responsibility. In 1987 he became Vice President of Energy Resources until 1994 when he joined Entergy Corporation in Beaumont as Vice President of Fuels and System Operations and concurrently as President and CEO of Systems Fuels, Inc., an Entergy Subsidiary. He retired from Entergy in 1997 and became an independent consultant in the electric power industry. In 2000 Mr. Champagne joined Tractebel Power, Inc., in Houston, TX, as Vice President of Operations. He retired from Tractebel at the end of 2004.
Mr. Champagne’s past and current associations include: Sigma Pi Sigma, National Honorary Physics Society; Beta Gamma Sigma, National Scholastic Honor Society of Business Administration; Rotary Club of Beaumont; Beaumont Chamber of Commerce Leadership Beaumont Program and the American Nuclear Society. Bob Coburn, DC |
Robert L. Coburn, DC, West Columbia, TX, graduated with honors from TCC in 1975 and has been very active in the profession for the past 30 years. Then Texas Governor George Bush appointed Dr. Coburn to the Texas Board of Chiropractic Examiners (TBCE) in 1999. He was secretary/treasurer of the TBCE from 2002 – 2003 and served as vice chairman from 2003 until February of 2005. Back to top |
Philip Conklin, DC |
Phil Conklin, DC, Channelview, TX, is no stranger to the college. He is a 1993 TCC graduate and served as an instructor from 1996 – 1998 and again from 2001 – 2004. In 2000 he completed the course, Rehabilitation Exercise Specialist Certification (RES) in spinal and lower extremity injuries, through the Baylor Sports Medicine Institute. Since 1998, Dr. Conklin has been the owner of Physicians Chiropractic Clinic, Inc., in Channelview, TX. Back to top |
Wendy Cunningham-Sandell, DC |
Dr. Wendy Cunningham-Sandell is a December 1993 honor graduate of Texas Chiropractic College where she earned both her Bachelor of Science degree in Biology as well as a Doctor of Chiropractic degree. In the year following graduation, she performed temporary relief work for several area chiropractic centers. From October 1994 – October 1997, she practiced as an associate and then established Cunningham Chiropractic in Pasadena, TX, until 2002 when she joined Texas City Chiropractic.
Dr. Cunningham-Sandell is a member of the Texas Chiropractic College Alumni Association, the Professional Women’s Chiropractic Association, the Texas Chiropractic Association, District 11, and the American Chiropractic Association. She has also served her community as a member of the Pasadena Chamber of Commerce, as Chairman of the Salvation Army Community Service Committee of the Rotary Club of Pasadena, and as a committeeman of the Houston Livestock Show & Rodeo. Dr. Cunningham-Sandell is a recipient of the Paul Harris Award from the Pasadena Rotary. Back to top |
Michael L. DeRouen, OD |
Dr. Michael L. DeRouen was granted a Bachelor of Science degree in Optometry from the University of Houston in 1967. In 1969, he received his Doctor of Optometry degree from the same institution. Dr. DeRouen has completed over 500 hours of postgraduate study.
From 1969 – 1973, he was an associate in a private optometric practice, except for the time he served as a captain in the United States Army stationed in Texas, South Carolina and South Vietnam from 1970 – 1972. Dr. DeRouen became a sole practitioner in private practice in Beaumont, TX, from 1973 – 2001. He is now an independent contractor.
Dr. DeRouen is a member of the American Optometric Association, the Texas Optometric Association and the Southeast Texas Optometric Association where he served as President from 1979 – 1981. His community involvement has included membership in the Beaumont Jaycees, the Beaumont Chapter of the University of Houston Alumni Association and the Beaumont Founders Lions Club.
Additionally, he is a visual consultant for Angie Nall Hospital, the Beaumont State Center for Human Development, the Lumberton, Vidor and Beaumont Independent School Districts and the Region V Education Service Center. Back to top |
John Andrew Felker, III, DC |
Dr. John Andrew Felker, III, was born in Pennsylvania where he obtained his early education. He attended the University of Houston to complete his Basic Science requirements and graduated from Palmer Chiropractic College in 1968.
His professional affiliations, both past and present, are numerous and include: member, Integrity Management; member, Chuck Gibson Management Seminar; counselor and speaker, Pinnacle Management Group; member, American Chiropractic Association (ACA) since 1968; member, Council of Roentgenology, ACA; member Texas Chiropractic Association (TCA) since 1969 where he has served on several committees and held many offices in the TCA. Additionally, Dr. Felker has held all offices for District 11 of the TCA and is currently Vice President of District 11.
Dr. Felker’s civic activities rival those in his professional life. A partial list includes: membership in the Fort Bend Kiwanis since 1986, past President of the Fort Bend Regional Council on Drug & Alcohol Abuse, past Chairman of the Board for the 100 Club of Fort Bend County, past President of the Crime Stoppers of Fort Bend County and the East Fort Bend County Exchange Club. Dr. Felker was honored at the 30th anniversary banquet of the Fort Bend County Chamber of Commerce as a charter member. Back to top |
James A. Gilbert |
Mr. James A. (Jim) Gilbert has an extensive background in banking. Since September 2000, he has been a Senior Vice President with Woodforest National Bank at its Uvalde location where he negotiates loans in excess of $250,000 and markets the bank’s products and services.
Mr. Gilbert earned a BBA degree in Marketing from the University of Texas in 1966 and has held positions of increasing responsibility in marketing, business development, operations, advertising and loan portfolio management in Beaumont and Houston area banks to include: American National Bank, Reagan Commerce Bank, Nations Bank, Lone Star Bank and Bank One.
Mr. Gilbert’s community involvement is as impressive as his professional accomplishments. From 1972 to 1989 he served on the boards of the North Channel Area Chamber of Commerce, Galena Park / Jacinto City Rotary Club, Southeast Heritage Society, Southern Bible College, Regency Athletic Club, Beaumont Optimist Club, American Red Cross and the Young Men’s Business League. He is also past President of the Gulf Coast Chapter of the Bank Marketing Association and the Gulf Coast Chapter of the American Advertising Federation.
Since 1989, he has served on the Board of Directors of the Pasadena Chamber of Commerce, the Rotary Club of Pasadena South, Galena Park / Jacinto City Rotary Club, the Wendel D. Ley Family YMCA, the Houston Business Council of the Greater Houston Partnership, Communities in School – Pasadena, and the North Channel Area Chamber of Commerce. Back to top |
Brian Hawkins, DC |
Dr. Brian Hawkins is a native of Waco, TX. Following graduation from high school in 1967, he joined the United States Army – Texas National Guard. After basic training, Dr. Hawkins received additional training as a combat medic and Army parachute training. He trained and served with the 82nd Airborne Division and received an honorable discharge in 1974.
Dr. Hawkins graduated from Texas Chiropractic College in 1975 and was licensed in July of that year. Since then, he has maintained a solo practice at the same location at one of the oldest established chiropractic facilities in Texas, which was established in 1929.
Dr. Hawkins is a member of the TCC Alumni Association (TCCAA), the Texas Chiropractic Association (TCA) and the American Chiropractic Association (ACA). He served as a Board director for the TCCAA from 2001 – 2004 responsible for membership development.
Dr. Hawkins is both a past Board member and past President of the Parent Teachers Organization of Immanuel Lutheran Church and a former football coach for the Northwest YMCA. Back to top |
David Higginbotham, DC |
David Higginbotham, DC, Pasadena, TX, is a 1989 graduate of TCC. Prior to establishing Higginbotham Chiropractic Center in Pasadena, TX, in 2000, he served as an associate in area clinics. He also was vice president of Higginbotham Enterprises from 1982 – 1988 where he has been President of Operations since 1989. Dr. Higginbotham served as a director of the Texas Chiropractic College Alumni Association from 2004 – 2005 as well.

Harry Holloway |
Mr. Harry Holloway received a Bachelor of Science degree in accounting from Louisiana Polytechnic Institute in Ruston, LA, in 1967. He served in the United States Army from 1968 – 1970 and was honorably discharged as a sergeant.
In 1972 Mr. Holloway started a pipeline construction company, Hollico, Inc., and, over the next 12 years, developed it into a major regional company doing $15 million in volume per year.
In 1985 he purchased a farm and became active in the farming industry. Mr. Holloway developed a 600-acre tract of land into a country subdivision. In 1991 he purchased Foster Fence Company serving as its President. He increased sales by 300% and established the company as the leading commercial fence company in the area. He said, “Our goal is not to be the biggest but the best.”
Mr. Holloway is a certified fence professional and belongs to the American Fence Association, the Texas Fence Association and the Associated General Contractors. He is also a member of Northshore Rotary Club. Back to top |
Joe M. Hudec |
Mr. Joe M. Hudec has 38 years of experience in the commercial real estate development and property management industry. During this time he has been both witness to and a major contributor in its evolution as a specialized field of endeavor. Nationally recognized as a leading development and property management executive and innovator, he is frequently called upon to address, counsel and lend support to a variety of real estate forums, affiliations and professional organizations.
Beginning in 1967, the majority of Mr. Hudec’s time was spent growing one of the nation’s largest real estate management companies, Property Management Systems. During his term as President and CEO of this firm from 1981 – 1989, an unprecedented growth rate was experienced. This growth resulted in a management portfolio that expanded from 20 million square feet to 70 million square feet. It was this accomplishment that brought national prominence to both Mr. Hudec and the team he directed.
In February 1989, Mr. Hudec left Property Management Systems to form a new property management subsidiary for The Prudential Insurance Company. As the CEO of this company, PREMISYS Real Estate Services, Inc., he was responsible for building and developing several new office and industrial properties surpassing $1,000,000,000 in value and oversaw the management of over 150 major commercial properties representing over 100,000,000 square feet located in major cities of the U.S. His most recent development is the new 14 story 500,000 square foot office headquarters for the Metropolitan Transit Authority of Houston and Harris County, Texas.
Mr. Hudec has a Bachelor of Arts degree in Political Science from the University of Houston. He holds real estate licenses in Texas and Georgia, and is a member of the Urban Land Institute (ULI), The Industrial Development Research Council, Inc. (IDRC); and the past Chairman of the Building Owner’s and Manager’s Association, National Advisory Council. Back to top |
Derrill L. James, DC |
Dr. Derrill L. James is a graduate of Howard University. He earned a Bachelor of Science degree in Human Anatomy and a Doctor of Chiropractic degree from Texas Chiropractic College in 2001. Dr. James’ career began as the co-owner of Southern Rehab Group. He transitioned into pain management that has now led him to own and operate the Bazile Spine Centre. Dr. James oversees the marketing, the daily operation of the clinic and rehabilitation regimens.
While attending TCC, he was Vice President of the Student American Black Chiropractic Association from 1998 – 2000. He served as a delegate at the National Chiropractic Legislative Conference in Washington, DC, from 1998 – 2001, as well as the President of the Student Texas Chiropractic Association.
Dr. James is a member and participant of the United Way. He also serves as a mentor to many Houston Independent School District students. Back to top |
Angel Leger Keng, DC |
Dr. Angel Leger Keng studied Biological Sciences at Southwest Texas State University and the University of Houston before entering Texas Chiropractic College. She received both a Bachelor of Science degree in Human Biology and a Doctor of Chiropractic degree in 1994. Dr. Keng is a member of Omega Psi Honor Society and graduated third in her class.
Following graduation, she served as an associate doctor in private practice until she established her own practice in Deer Park, TX, in November 1997. Dr. Keng is active in the Deer Park Rotary where she currently serves as President. Back to top |
Donald Krippendorf , DC |
Since graduating from Lincoln College of Chiropractic in 1970, Donald Krippendorf, DC, St. Petersburg, FL, has been quite active in the chiropractic profession and his community. He was on the Board of Directors of the Florida Chiropractic Association for seven years and served as president of the FCA from 1989 – 1990. In 2003, Dr. Krippendorf was elected president of the American Chiropractic Association. Additionally, he has been a full-time practicing chiropractor in Florida for 35 years. He is the founder and owner of Florida Chiropractic Institute, a multi-chiropractic physician, 7,000 square foot facility. Dr. Krippendorf is also the Commodore of the St. Petersburg Yacht Club, a premium club listed in the top 10 clubs of America.

John DeSpain LeBlanc, DDS |
Dr. John D. LeBlanc earned a Bachelor of Science degree in Biology from Lamar State College of Technology in 1970 and was granted a Doctor of Dental Surgery (DDS) degree from Baylor Dental School in 1974 where he graduated third in his class and was elected to Omicron Kappa Upsilon Dental Honor Society. He served in the United States Air Force from 1974 – 1977 at Misawa AFB, Japan.
Following his honorable discharge, Dr. LeBlanc established a private dental practice in Beaumont, TX. He is a member of the American Dental Association, the Texas Dental Association, the Dental Society of Southeast Texas and is a staff member at Christus St. Elizabeth in Beaumont. Back to top |
Elizabeth Lindberg, MEd |
Ms. Elizabeth Lindberg, South Houston, TX, holds her Master of Education degree from Stephen F. Austin University and has been a partner in John O. Harris Interests since 1996. She is very involved in the community serving as a director of the Pasadena Independent School District Education Foundation, a director of the Pasadena Chamber of Commerce and as vice president of Pasadena Pet Adoption. In 1999 she became a Paul Harris Fellow through the Rotary Club of Pasadena.

John H. Moon, Jr. |
Mr. John H. Moon, Jr. holds a Bachelor of Business Administration degree with a major in accounting from Southern Methodist University. He received a Master of Science degree in accounting from the University of Houston in 1981. Mr. Moon has also been licensed as a certified public accountant since 1984 and has held a Series 7 securities license since 1995.
His work experience is extensive and includes: certified public accountant, Mosher, Seifert & Co., CPAs; lending officer, Texas American Bank Houston; Senior Vice President, Peoples National Bank; Senior Vice President, Lenses International; Director of Cash Management, Harris County Hospital District; Senior Vice President – Lending, Director, Community Capital Corp, since 1995. Mr. Moon has also been a continuing education trainer for San Jacinto College since 1998.
His current and past professional associations include: Lending Investments Committee Chairman, Pasadena Rotary Club; District 5890 Foundation Scholarship Committee Vice Chairman, Rotary International; president, treasurer, Clear Lake Toastmasters; Board member, Pasadena Chamber of Commerce; HAL – PC; regional Board member, treasurer, American Heart Association; and a committeeman, Pasadena Rodeo Association. Bang H. Nguyen, DC |
Dr. Bang H. Nguyen received his Bachelor of Science in Human Biology degree in August 1995 from Texas Chiropractic College. In December of that year, he was awarded the Doctor of Chiropractic degree.
Dr. Nguyen is certified in Impairment Evaluation (FCE) under Texas Workers’ Compensation by the Texas Medical Association. He also holds certificates in Functional Capacity Evaluation program series / medical and operational issues and Forensic / Legal issues affecting FCE by the Intelicus and the University of Florida. Dr. Nguyen is certified in acupuncture and is a Fellow of the International Academy of Medical Acupuncture.
He is a member of the American Chiropractic Association, the Texas Chiropractic Association, a Board Director of the Houston – Cyfair Chamber of Commerce since 1999 and a Board Director of TCA District 11 since 2000. In May 1997, Dr. Nguyen became the owner/clinic director of Huffmeister Family Chiropractic Clinic. Back to top |
Dennis A. Russo, DDS |
Dr. Dennis A. Russo earned a Bachelor of Science degree in zoology and chemistry from Louisiana State University in Baton Rouge where he also was granted his Doctor of Dental Surgery degree. While there he was elected to the Pierre Fauchard Honor Dental Fraternity. He is a clinical professor in the Department of Crown and Bridge at the LSU Dental School and has been in private practice for 30 years in Metairie, LA.
Dr. Russo is a special dental lecturer on oral and smokeless tobacco for the LSU athletes, a member of the American Dental Association, the Louisiana Dental Association, the New Orleans Dental Association and the Academy of General Dentistry.
His military background includes: graduate of Combat Engineering, Officer Candidate School, Fort Belvoir, VA, 1968; retired as captain in the United States Army in 1970 from Fort Polk, LA; received the Army Commendation Medal upon retirement.
Dr. Russo’s two sons, Rusty and Ryan, are students at Texas Chiropractic College and are in trimester nine and trimester two respectively. Back to top |
Perry J. Walker |
Mr. Perry J. Walker earned a Bachelor of Science degree in Mechanical Engineering from Lamar University in Beaumont, TX, in 1970. He has taken postgraduate courses through Louisiana State University and attended various executive management training courses. Mr. Walker is a Registered Professional Engineer in Texas.
He began his career in the electric utilities business in 1971 with Entergy / Gulf States Utilities and has worked in all areas of power generation. Mr. Walker began with the company as a plant engineer and has progressed through the ranks working as a general construction supervisor, maintenance supervisor, chief power plant planning engineer, Director of Planning, Plant Manager for the Lewis Creek Plant in Willis, TX, Manager, Plant Support for the Baton Rouge Regional Office, and today as Plant Manager for the Louisiana Station. Louisiana Station is a co-generation facility supplying steam and power to the Exxon Mobil Refining and Chemical Complex.

Jeffrey P. Wheeler, DC |
Dr. Jeffrey P. Wheeler attended Weber State University in Ogden, UT, and then enrolled at Los Angeles College of Chiropractic in Whittier, CA, where he received both a Bachelor of Science in Biology and a Doctor of Chiropractic degree in December 1978. He has also completed a 300-hour chiropractic orthopedics postgraduate course offered by Texas Chiropractic College.
Following graduation, he entered practice with his father, Dr. H. G. Wheeler, and his brother, Dr. Stephen M. Wheeler, at Wheeler Chiropractic Center in Ogden, UT. Dr. Wheeler has been very active in the Utah Chiropractic Association serving in numerous positions (1981 – 1993), where he was elected for two terms as President of the UCA. Dr. Wheeler joined the American Chiropractic Association in 1979 where he served 20 years, first as Alternate Delegate and then Delegate to the ACA from Utah. Dr. Wheeler joined the Utah Chiropractic Physicians Association in 2000. Dr. Wheeler is President of Chiropractic Heath Plan, a subsidiary of Allied Health Systems, Inc., and is also a managing director of Allied Health Systems.
His honors include being named a Fellow of the International College of Chiropractic in 2000, 1988 Chiropractor of the Year in the Utah Chiropractic Association, and three Distinguished Service Awards for 1986, 1987 and 1988. He was also a recipient of the Meritorious Service Award from the Utah Chiropractic Physician’s Association in 1994.
Dr. Wheeler is a member of the Board of Directors of the Pleasant View City Community Emergency Response Team (CERT) and currently serves as the Chairman of the Emergency Preparedness Committee of the Pleasant View Stake of the Church of Jesus Christ of Latter-day Saints. Back to top |
